Time of year- you'll have to keep an eye out on their Facebook page around labor day, that's when they bloom. Time of day - any time is great, I think that mornings are recommended due to the better light and less traffic. As far as I'm concerned, there IS no bad time! Fantastic place; I would suggest you go on a sunny day, when the flowers are in full bloom
I back what Debbie stated. As well, wear good walking shoes. The trails through the flowers are not flat.
