Your biggest issue will be parking. There is a fee to park in the parking lot at Nevada Beach but it fills up quickly. There is free overflow parking along the street though. There are multiple ways to get to the beach so, aside from that parking fee [if there's room in the lot], I don't believe there is a fee to access the beach. [I was camping when I visited so there were no additional fees and I don't think they're set up to take walk in fees from individuals.] If you want to bring your dog, you can go further down the beach where there is a designated dog area. The gazebo that was mentioned has a fee attached if you wanted to book it exclusively for a personal event so I don't think that's going to be of interest to a simple day use visit. Have fun. I believe the fee to park was $10 [or it was $10 if you have the Senior Citizen National Forrest Membership which gets you half off but I'm pretty sure that discount let members in for $5].
No Reservations needed nice big beach with picnic tables down near water and nice bathrooms. Free to walk in$10 to park inside.

You can park for free along the road outside the gate, or pay a nominal fee inside. I believe it was $8/vehicle. If you park outside the gate, the beach access is free.
You have to call for prices and availability but there is a reserveable gazebo thing.
