Yes, you can drive to the top. There are 2 parkinh areas. The lower one is on the south side. The top one must be accessed by turning left prior to getting to the lower area. Turn left just past the phone repeater building on your left. This will put you on top. Get ready for the views. Bring along your binoculars.
