Really amazing view. We came around noon which was slightly too hard. Would recommend to come around maybe morning or afternoon.

Better bring good lens and go up on a clear day (without haze). Avoid rainy weather (typically before April without green yet), and smoky sky (especially after July 4 from the field fire smoke every year). Fall color is also the best. --- Updated on 2022.05.31. Best season: spring, fall, and before summer (around July 4 when the farm field would be burnt to have too much haze during the summer time). Saw some good winter photos (with snow covered) but the road condition could be a worry. Best light: 1~2 hours before the sunset, sun break during the day with clouds, and sunrise. The Palouse area (Colfax, Pullman, and around) could get rain or cloudy weather during the days, which requires great patient to wait for the right moment and sometimes meant to stay over couple days in the hotel. Other interest: Kamiak Butte, scenic WA-195, and WA-26 (e.g. beautiful Canola flower field, where crossing Zaring Cutoff Rd, in spring).

A beautiful place to explore the hilly wheat fields in different light conditions. The moments in sunrise and sunset are more amazing, dramatic!

You can see long distance view from top of this place, I came here with an expectation to see full lust of green fields, but not fully green but still an awesome view. It was lightning and thunder when we went to top, enjoyed the cloud covers and slight drizzle, worth coming back in a different season. Roads are very narrow to go the top, at the entrance of the park, you have few car parking and rest room

Technically the park closes at dusk, but I've seen many photos of the stars from the top, so they might not close the gate at night. It's a dangerous drive to make at night, though.
On the way up the hill, look for the places people pull over. Some of the most picturesque scenes are the small nearby farms and towns. A long lens will help you get unique points of view. And the top is always cool but I prefer sunrise and sunset. The park has specific hours but if you compare them to the sunrise/sunset times you'll be able to find a time to be up there in the good light😎
No, it's a day use park. There are state park campgrounds in the area, listed here: https://parks.state.wa.us/592/Steptoe-Butte
Coeur d'Alene and Spokane are only an hour away. Moscow Idaho is also close by. And the Coeur Casino is also good close by choice if that's more your style.
I agree about being on the top. Some people have parked one level below and walked up to the top. There is a bathroom there and a couple of benches to sit and take in the view. Dress appropriately because it is likely to be colder and windier than at the bottom.

Yes, you can drive to the top. There are 2 parkinh areas. The lower one is on the south side. The top one must be accessed by turning left prior to getting to the lower area. Turn left just past the phone repeater building on your left. This will put you on top. Get ready for the views. Bring along your binoculars.
No. But parking on top requires state parks permit (discovery pass). $30 annually or $10 for 1-day.
