Yes. There are sloping hills, but nothing steep. The pathways are paved and wide. There are a few gravel paths, but the pebbles are tiny and not too hard to push through. You do not have to take the gravel paths unless you just want to. Nothing is missed by sticking to the paved ones. They do have golf carts but they are $15 per rider! So if you have 4 people in your group, it would cost $60 bucks!!! Garden staff drive you around and talk about the gardens and displays.
