Return it to the car rental agency at the car rental terminal behind the Post Office next to economy parking. If you have luggage you may be able to check it in at the car rental terminal. Five or six of the airlines now have check in there. Either way you then need to take the sky shuttle to the main terminal. If you need to check in you need to go down to the second floor to your airline check in. If you were able to take care of that beforehand as well as your luggage just go to the third floor(main transfer level) and proceed to your gate. TSA in Tampa is a lot quicker here than in most airports. Just be sure to allow plenty of time. I always recommend two hours. There is plenty to do on the airsides and they have plenty of snack or food options at each airside terminal.

Follow signs. All rentals have same area, different floors. Go up to level for team to your flight. Allow extra time coming thru security. We just traveled a few weeks ago for an 8 am flight...security was a bit slow.
