After arriving at airport, we would like to eat lunch before being picked up. It is necessary to pick up baggage within a certain time after the plane lands? If so, are there restaurants outside baggage claim?

There's a number of good restaurants on the main terminal level but you would need to pick up your luggage first. However, it's very easy to find your way at this airport. Love TPA.

Yes you have to pick up your bags then you can go back in and have a wonderful lunch!
