According to their website "Most White Mountain National Forest lands are open and free of charge for your use and enjoyment". So where can we park our small camper vans without any hookups/ other services so we don't need a parking pass or pay fees?

I think to park anywhere, you need a parking pass!

I'm not sure if things have changed, but you used to be able to camp along Tripoli road in vehicles. It's in Campton, check the map
