Typically no. The National Parks are operated by the US Park Service aka National Parks (Department of Interior) and the US Forest Service (National Forests) falls under the Department of Agriculture. Because they are two different organizations, their passes are not typically interchangeable. The Parks pass however DOES work at some state parks, but you’ll want to check with the specific state park before heading out. Hope this helps!
