How do I get title if loan is paid off but was never sent to secretary of state by loan co. to get my title, paid off around 2002-2003

I understand you paid off a title loan in 2002 or 2003 and never received the title back. The loan company was supposed to send you the title when you paid the loan off not the Secretary of State. By not following up over the last few years you screwed yourself. Secretary of State computer records will continue to reflect a lienholder on the title and they will not give you a title until you give them proof you paid it off.
