Both campgrounds are reservation only. Yes you can wait to see if there is a cancellation. South Campground is scheduled to be renovated in the future. Due to it being connected to the new entrance project, there is some delay at this time.
Each morning there is a line of folks at the check-in station in hopes of filling a canceled reservation.
