I would like to know what to do when people leave a little dog in a cage day and night. I see there is 2 dishes inside and no food or water in any of them.

Only thing to do is to call the police. They would be the only people to have authority to do anything about that situation

I would call the police department with the info. They should be able to put you in touch with the proper authorities. Also call the Wiregrass Human Society and report.
