Free for the park, yes its stroller free and the zoo costs $17.50 per person 14.95 for kids under 2 free but it is a huge zoo and to really enjoybit you need to get there when they open and go thru it there is also a petting zoo and a place where your kids can play in the water, as well as a playground for them to play on and much more well worth the money and experience.
You might also want to visit the Japanese Tea Garden aka Sunken Gardens, on the way. It is free also. Beautiful flowers, trees and water features. Open dawn to dusk and stroller friendly. You will love it.

The park is free.... You just have to be there early to get parking.... The zoo and train ride cost money,but not that expensive...
