Visit anytime, but prepare for extreme changing weather. Even in summer, a jacket may be needed. It rains, it blows, and therein lies some of the beauty. I prefer visiting in the off season: fewer visitors and more peaceful. The scenery is always stunning...if there is no fog.
You can go any time and probably enjoy yourself, except possibly during winter when it tends to get really cold. Summer is a great time, despite the fog. Unless you have a wetsuit, the summer is your best chance to get wet, as west coast beaches are colder than east coast ones. Best time of year may also depend on your preferred beach side activities, and how much daylight you want to go with your exploring. July or August are pretty good times to get long days in the sun. But if you would prefer to avoid more of the tourist population, then try later in the fall. Bring jackets just in case.
We went for the first two weeks of August and it was excellent.
