How is the area in February and is it fully accessible by car?

Yes..I do not believe the center is open though..check the state web site for that

It is not open inside but there are few people walk along frozen waves and beaches. I was there in feb19 With 2wd compact car with good tire and it was just fine. The road are not salted but a packed snow, easy to drive on. Most people use snowmobile though.
