If you park towards the end by the fort, you can fish off the beach. That part of the beach is public and free.
There are many spots you can fish as long as you uphold common courtesy and do so away from swimmers and beach goers.
Hmm, I don't think you can fish at the state park. We walked down the beach a ways and people were fishing but they were staying at houses on the beach. Hth.
