Because track management often changes start times based on weather or other factors. They usually set the schedule the Monday prior for the next weekends event. It's very likely July 20th Bracket race will be same schedule, Gates open at 10 am Time Trials will begin at 11 am (2 Time Runs).
No clue, usually midnight drags and no prep start around 11pm, but I'm not sure for this event.
