In general, people who want to use the shelters are supposed to reserve them, which costs money. But if you can send someone ahead of the party, if they're not already reserved for that day, they're first come, first served.

Yes, Gallup Park would be a perfect venue for a family reunion picnic. They have large shelters you can reserve as well as toilets and play areas.
I'm not sure about the toilets, but they recently redid the main play area and it is gorgeous! It'd be my top pick for a picnic location.
Yes they do...drive in main entrance and over wooden bridge. You will come upon a neat children's playgroud; just beyond that you will see the area...but be warned there will be geese over there near the waters edge.
