They are allowed. They have to remain on a leash at all times. The website says this: "Amenities: Boat Launch, Picnic Facilities, Fishing Docks, Restrooms Prohibited: Alcoholic Beverages, Pets must be on a leash"
No they aren't, says so on the info sheet they pass out
