There are portapotties that are open. Beautiful spot. No hours posted that I saw
I don't believe there is any hours in the winter. The bathrooms and the building were closed last weekend but you can go on the raft and see the springs and fish.
Day light hours.. no one is there in the winter.. but you still can walk up and enjoy the views... Just be careful the parking lot is not plowed
