Is Benate Springs open due to the Government shutdown

It should be open and we have kept our fish every time we have been there. It only costs $2 to get a tag for Bennett Springs. Make sure you look online at the different zones and what you can fish with in the areas. They sell everything you need there or at Weaver's bait and tackle but you are better off to bring most of it with you.
