Why don't they keep aggressive dogs big and small put up they make a mess beside my car and door and it's not getting cleaned up iether

The people are supposed to clean up after their pets but most don't. I've never seen a dog without a leash no matter the size..some folks are just lazy and inconsiderate of others.
