Is riots falls trails handicapp accessible

If you mean wheelchair accessible, I would say no. The trail is full of rocks, branches, roots, and you have to cross railroad tracks. It is currently quite muddy as well.

Maybe handicap parking at tioga falls parking but the trail itself to falls is not handicapped accessible

Most of the trails are pretty accessible but I am not 100% certain if they all are.
