There's an upper parking lot that is accessible in spring/summer. Not sure about winter with snow. There is an ADA accessible trail to the main lookout of the hike.
Yes you can. Still need a permit. However, snow patches may be present and you can't rely on the road being unsloped. They close the road (shortly after the bivuac ) during winter months because the soil is very unstable. To be on the safe side is best to wait another week at least.
