Depends. The Athens-Clarke County government has artificially strict policies regarding transportation of mobile homes on their roads. It's pointedly an attempt to remove mobile home parks from their landscape. And, it's quite effective. So much so that no one bothers selling mobile homes in the area anymore. As far as renting the lots and placing a new unit on it, yes they would love you to do that. However, at the rates they are charging, it's not echonomically viable. The business model is (unintentionally, I'm sure...) built on locking current residents in with exorbitant rents, ensuring no one gains equity, and renting to parties who otherwise would have no legal avenue to home ownership. If you have a mobile home, I would recommend buying your own plot of land out of this county and placing it there. Or selling it and renting an apartment/getting a mortgage.
