What is all the construction about, expanding or upgrading the water treatment plant? Hoping for more public recreation options.

Fix damage from the flood and make a few improvements to beautify the place!

It has everything to do with the flood in 2015. It's a small section closed off, and if you want to experience more, when entering the park, hand a left and go up the stairs and look at the new Apts being built. It's pretty awesome view of the river and canal too

I think it is to fix the damage from the flood that happen three years ago and to upgrade.
