I think its once you walk in on the path, keep going straight until you see the water straight ahead on the path. To the left of where the restrooms are. Hopefully that helps.
The dam near the water treatment plant is destroyed and blocked off after the 2015 flood. If you go to the end of the trail (about 5 mile walk/run round trip) you'll see another dam you can walk over. It's beautiful down there.
