I have an emergency and need to get my grandkids back to Tennessee from California. I'm not able to fly over and get them due to illness? Can my 8 and 9 yr old grandkids get a chaperone and fly?

The airline staff takes care of children flying alone. When making reservations, I'd recommend calling the airline service that you are flying them with.
