It must depend on the airline. My 15 year old daughter just flew out on her own, but she wasn't old enough to take responsibility for my 13 year old. We had to pay extra for him to travel as an unaccompanied minor.

Ask the airline.. It's not up to the actual airport to come up with rules regarding flying with minors. Each individual airline that services the airport makes their own rules regarding this.
Not without consent, but I flew out of there when I was 15 and all I had to do was have my mom there but I flew alone.
