We see them in the trees around the refuge everytime we are there.
It's not common to see them at the refuge and I go there almost weekly. Plenty of eagles in the outling areas though.

Could be they may be spotted anywhere along the Columbia. Just got to get out and look
When the smelt run comes up to Cowlitz we get a lot of eagles but we don't always know when that's going to be anytime between now and March
At different times, they can be seen.
