Yes a state park pass will work. It is a .8 miles of a very steep paved path to get down to the park I don't know if it's still going on but when I was there in October they had tours Friday and Saturday at 2 it was great

Rose island is in Charleston State park. You have to pay to get in. A state park pass should work.
