They can't store your data or give it to the government
Visiting other States where recreational use is legal, I've always been given the reason so that was they can check to see if you're close to the legal limit yet. That way you can't hit up several dispensaries in a short period of time and end up with a large quantity of product.
Irrelevant as to why they have the policy.
