Yes it will it is transitioning now for the 2020 change.
It's going to take time for these dispensaries to be able to meet the demand of recreation and open to the public I personally don't see people being able to walk into a dispensary without a card on January 2nd I think it's going to take some more time to be able to meet supply and demand there's only a certain amount of Growers here in the state of Illinois and it's not like you can just bring it in from another state with all the regulations and oversight
