Yes they open at noon.
I'm pretty sure that nothing closes at casino anymore in this world so there's no doubt in my mind that it would be open... I've been to a lot of casinos on a lot of holidays including Christmas and they've never been closed

Im not sure however, a friend of mine stopped by a few hrs ago and he had just came from there so it is possible.
