The best bet is to come to The Gathering Inn itself to the community center it opens at 8am to the public. You need to be a resident of Placer County. An easy way to become a resident is to switch where your food stamps / welfare comes at the county office. It's not a traditional shelter. This location is the business offices and outreach programs. In the evening a van pool goes to one of a network of community churches that provides use typically of a community room and cooked dinner. Arrangements are avaible for those who work. The first step is to call the websites phone number or stop by in person and talk to the front desk attendant.
