Parking is not free on the weekends (and some Fridays) and holidays. $8 for early or full day and $4 for partial day. I don't see anything about a refund or reuse. I would call the Placer County parks department and ask.

Tried to cancel and get a credit as directed on my ticket. Says "email us" there is no information on the website or even on my established acct. on how do to this. Not happy, not customer/user friendly.
There are certain times like during the week that there is no charge for parking but it's more during the busier summer months on the weekends there is a charge when I was there they were standing letting people into the parking and I told them I tried to buy one for the same day and show them the print out that it wouldn't allow me to buy 1 that day so they let me stay for free
