From my experience , I bought a puppy from safe haven, a week later there was a serious problem with the puppy she would fall in and out of consciousness with no coordination and was trying to make contact with safe haven with no response we ended up having to take the puppy 25/30 Miles away for help...

There is a number for emergencies on their voice-message, I believe. But not sure how it is monitored or what they consider an emergency.
I don't think SH takes in animals directly; they work with the local animal shelters there in Linn Co. I believe they receive animals that have been at the shelter for a long time, hence Safe Haven. Also, I'm not seeing anything on their website about take-ins, just adoptions. I'd contact your nearest county animal shelter; I think there are 6 in Linn Co. I'm not sure whether any are 24 hrs. I hope this was helpful, it's heartbreaking finding critters abandoned like that.
