I camp open Pinecrest every year with my family and have been able to have fires every year. I'm not sure what exactly you're looking at if you have any questions I would call the ranger station in Pinecrest.

It all depends on current weather conditions, for example: dry areas, high winds and so on, it's easier for the Parks services to say " NO" this or that to keep the campers and residents safe, just like PG&E and their power outages, same thing.
