3917 St. Elmo Ave is actually the lower end of the incline railway. I don't believe pets are allowed on the railway but not sure. Didn't see any. And parking is cheaper on this end as well. It was $2 an hour instead of $3 an hour at the top. And you have options to pay card , cash , or by app on phone. And also you can purchase more time. Just make sure your put your ticket receipt on your dash so it can be seen. It will be checked!! Also there is handicap parking at both ends.
Yes, handicap parking is available, perhaps free. However you need to pay 5 dollar for normal parking.
