I think there is a fifty dollar reservation fee for the shelters and like a 2 hour time limit for them as well. Call Hope Mills town hall for more info they will be glad to help!

The park stays open in the summer to 8pm I believe? There is a rec center near the police dept and town hall they will gladly assist you with any questions pertaining to the park..

Yes there are parties there all the time. Check with the Rec center about any fees. You can be there until it closes at dark.
