I'm a Franklin County resident and haven't needed a permit to dump anything. I've dumped furniture and appliances there before. Showing up in a uhaul truck, you may need to show proof of residency.
Go to the big landfill u can set dryer to the right when u go in and couch can go to the bldg where the trash is dumped
I believe you may not need a permit if you are a resident of Franklin County
