Is the beach open on the weekends to non-residents?

We were there last Saturday early and got in. Non resident parking is $30. I heard that non residents can get turned away if the lots get too full.

I am a non resident and went there in monday 8/10. It's open. Only thing is that the parking is $30 for non residents (all day)

Currently not during the day.
