Yes on parking if you visit the 2 parks on the same day, otherwise you have to pay the parking fee of $7.00. Splash park admission is included in that fee.
If you are an REI member and have a receipt, there is a pass on every receipt that provides free entry into every VA state park. It is a program that REI supports in VA to encourage people to spend more time outdoors.
