I was just there over the long weekend and it's not closed. There are no rangers and you don't need to pay to get in because no one is there. I can say it's so beautiful in the winter and well worth thd visit.

I was there over the new year weekend, it was a small team of Park rangers organizing the people to use the shuttle from the visitors center all the way up to the top hike, total of 8 shuttle stops all open, 3 hikes on stop 3 and 4 were close due to ice and or flash flood damage, (lots of people where doing the hikes regardless of being closed, I will not recommend this) stop number five everything was open including the visitors center , the store and the restaurant, but previous comments are accurate, they are not charging fees ,by the way snow was very minimum, but the wind and ice were extreme, even when it was sunny the wind brought the temperature below 28F your safety is your responsibility dress accordingly and enjoy Zion National Park
