I've seen a couple there in the last 6-9 months so they do definitely get them in.
Plan on having a octopus only tank? Small ones are usually poisonous. Others get big require cold water and release ink in water if spooked which will nuke your tank and will eat everything. Having said that you'd be best ordering it online.
Definitely special order, depending on their suppliers availability and laws about specific species. I believe I've seen one or two in the past several years.
