thank you everyone for the answers, I called the customer servicea while ago and I was told that my Dad has to have served in the military for at least 20 years, unfortunately, after the world war II their unit were disbanded and he continued serving in the Philippine Army for 30 years before he retired.

He needs to be either military retired or 100% disabled through the VA to get a Military ID which will allow access to any base regardless of branch

My dad was in WWII as well and yes there's an office on the base, where he can apply. When you drive up to the entrance there is a guard there checking ID's, he will tell you where to go. Hope this helps.
