Written tests are mandatory. You can go on line to take practice tests and can do it in many languages. Once you pass the written test you will be told if you need the driving test. Appointments are highly recommended if you don't want to spend the day.
2 weeks ago my son do the behind the weells test for DL, on August he make a written test on poway and the do an appointment on line.
