Yes, there is a fee charged for the use of the pavilion. My family reserves one for a family reunion every summer a year in advance. There are multiple pavilions with handicap accessible bathrooms.
Not that I know of I think it's all free to the public first come first serve basis I would imagine you might even be able to reserve if you have a special occasion contact the park ranger they'll let you know have a good day
