They suck.
Either they need a better machine, or they don't sell enough at night to justify busting out another bag later in the day.

They suffer from McDonald's Syndrome. Very tragic. On a serious note, I believe it is simply because there are not many maintenance persons around who know how to fix ice cream machines.
