Yeah get the discover pass. You can buy them at most retailers including Wal-Mart or you can get it at any park with an on duty ranger.
Regarding the disabled placard, the park can be a bit of a challenge to people with disabilities. The parking spaces for one example ar up a hill.

Yes. However the Discover Pass is definitely worth the $30 cost for a year of state park visits.
